Bobbie Jean Phillips, 83, passed away on Saturday, May 6, 2023. Born on February 16, 1940, in Rock Hill, SC, she was the daughter of the late Robert Frank Smarr and Lula Bell Smarr.

Jean will always be remembered for her love for her family. She loved watching her grandchildren and great grandchildren play sports.Jean also loved to cook and made the best dressing for family dinners, and the best biscuits and gravy for breakfast.

Jean is survived by her children Bobby E Rowe (Juanita); daughter in law, Donna Rowe; grandchildren, Robert Rowe Jr. (Amanda), Christopher Rowe (Lindsay), Bobby Rowe Jr. , Danyale Rowe, Lydia Burkhart (Cody), Donald Bearden (Nikole), Robert "Levi" Bearden (Kiley); and siblings, Phillip Smarr (Beverly), Ronnie Smarr (Linda); and twelve loving great grandchildren. In addition to her parents, Jean is predeceased by her loving husband, Donald Phillips; son, Robert Rowe; brother, Haywood Smarr; and sisters, Peggy Faulkenberry, Belva Wilson, Carol Hall. Jean is also predeceased by her faithful dog Rusty.

The funeral service for Jean will be held at 12:00 o'clock on Friday, May 12, 2023 at Shives Funeral Home Trenholm Road Chapel, 7600 Trenholm Road Extension, Columbia, SC 29223. A visitation will be held prior to the service from 11:00 o'clock to 12:00 o'clock. A committal service will follow at Memorial Gardens of Columbia, 9301 Wilson Blvd, Columbia, SC 29203.
