Frances Rabon Bartlett, 80, of Columbia, passed away on Tuesday, July 30, 2024. Born in Asheboro, North Carolina, on March 5, 1944, she was the daughter of the late James Leo Rabon, Sr., and Frances Isabelle Dunn Rabon. She was a devout member of Trenholm Road United Methodist Church in Columbia, South Carolina.

Mrs. Bartlett was the loving wife to Maj Robert Owens Bartlett, Sr. US Marine Corps (Ret.). She and Bob shared a strong marriage of devotion and support to each other from 1978 until his passing in 2021. Mrs. Bartlett graduated from Monroe High School and earned her Bachelor of Arts degree from Meredith College. The majority her career was spent in hospital social work, but she is best known as a stained-glass artist throughout the Columbia area. Her stained-glass and various other pieces displayed were displayed in many local shops as well as in the South Carolina Artisans Center in Walterboro. Her love for art inspired her to open her own studio, Accents by Fran.

Preceded in death by her parents, husband, and son, Michael David Stockton, Jr., Fran is survived by her brothers, James "Jim" Leo Rabon, Jr. (Patricia) and Hubert Daniel Rabon (Sandra), as well as a host of loving nieces, nephews and family members.

Mikie was the source of Fran's most notable avocation – Her advocacy work for the Intellectually/Developmentally Disabled in the state of South Carolina. In addition to her foundational work on behalf of the ID/D community, Fran served on the Board of Directors for the nonprofit, Disability Rights South Carolina Home - Disability Rights South Carolina (disabilityrightssc.org), serving a number of years as the Board's Chair. Also, living her faith and love of life, Fran was consistent in her weekly volunteer assistance at her church wherever needed (most often on the church telephone), and Bob and she were lifelong members and supporters of Columbia's Riverbanks Zoo.

The Memorial Service for Mrs. Bartlett will be held at 11 o'clock on Wednesday, August 7th, at Shives Funeral Home, Trenholm Road Chapel, 7600 Trenholm Road Ext., Columbia, SC. The family will receive friends prior to the service beginning at 10 o'clock. Interment will follow at 3 o'clock at Lakeland Memorial Park, 1901 Lancaster Ave Monroe, NC.
